كان الدوري بنظام المجموعات , حيث تم وضع الفرق على مجموعتين :
المجموعة الأولى :
التحدي - الزعيم - الملكي
المجموعة الثانية :
الإعصار - العالمي - الأسود

وكان الحدول كالتالي :

والفائز بالمركز الأول من المجموعتين يتقابلا على النهائي ..
